Welfare Card

If cardholders of the Elderly Card, Disabled Card and Companion Card would like to extend the period after using the card for ten years, which has expired, how are the ten years calculated? How can they apply for the extension?

In order to confirm the cardholders’ application qualifications of the Elderly Card, Disabled Card and Companion Card, Charity Card and Escort Card, the Kaohsiung City Government stipulates that these cards can only be used for ten years. Cardholders have to take the initiative to go to the MRT stations, and conduct the period extension process on the Add-Value Machine one month before or after the card expires.

Period of validity: The period starts from the date the cardholder receives the card, and lasts for ten years. For example, if one receives the card in June 2010, the expiration date will be the end of the June 2020.

Extension of the period: Cardholders of the Elderly Card, Disabled Card and Companion Card, Charity Card and Escort Card can process the period extension by placing the card on the Add-Value Machines at all MRT stations. If the application for the period extension is within the application period for extension, the period of validity automatically will be extended to ten more years. However, if the application for period extension exceeds the application period for extension, the card will be blocked and cannot be used. Then, cardholders have to ask for assistance from employees at the service counters, and will be charged a handling fee of NT$20 for activating the card.

How can Kaohsiung City citizens with the disabilities handbook or aged 65 and over apply for the preferential card?

In accordance the social welfare policy carried out by the Social Affairs Bureau of Kaohsiung City Government, the iPASS Corp. issues the so-called Kaohsiung City Welfare Cards. Three types of cards include: “Elderly Card” (Registered Welfare IC Card) for Kaohsiung citizens aged 65 and over, “Disabled card” (Registered Welfare IC Card) for Kaohsiung citizens with the disabilities handbook, and “Companion Card” (Registered Welfare IC Card). Application guidelines and privilege details are as follows:

Applicant qualifications:

(1)   Elderly Card: Kaohsiung citizens aged 65 and over

(2)   Disabled Card: Kaohsiung citizens with the disabilities handbook

(3)   Companion Card: Kaohsiung citizens whose names are placed under the column of “Preferential treatment for necessary companions” on “domestic public transportation” in the disabilities handbook or on the back of disabilities identification.

Note: Kaohsiung citizens can apply for either the Senior Card or the Charity Card,

and must not apply for senior monthly tickets for bus and ferry or monthly

charity ticket.

Applicants must bring the following documents and apply for the card in person (Applications accepted from June 1, 2008):

(1)   The original ID card and one copy of the front and back of the ID card

(2)   Two copies of the 2-inch color photo (Provide two photos for the Elderly Card, Disabled Card and Companion Card respectively and sign the applicant’s name on the back of the photos.)

(3)   Seal (excluding those who can sign the documents in person)

(4)   The original disabilities handbook and one copy of the front and back of the handbook (excluding those who apply for the Elderly Card)

Note: Photos for applying the Companion Card should be the ones of the disabled applying for the Disabled Card.
